What's on Exhibition?

A Draft Plan of Management for Castle Hill Showground is now on exhibition for public inspection and comment. The exhibition is a Council resolution from its meeting on 10 February, 2026.


Why is the Plan of Management on Exhibition?

The Plan of Management - Castle Hill Showground is being placed on public exhibition in accordance with the Local Government Act 1993 and the Crown Land Management Act 2016 (CLM Act).

The CLM Act introduced a new framework for Crown land management in New South Wales. Under amendments to the Crown land management system in 2018, Councils have the responsibility to manage some areas of Crown land in the same way that it manages its own Council-owned “Community” land.


About the Draft Plan of Management

The Draft Plan of Management is a statutory document that guides the effective, long-term management of public land. The Plan of Management establishes directions for planning, resource management, and operations at Castle Hill Showground.

Castle Hill Showground comprises three land parcels, two being Crown land managed by The Hills Shire Council and one being Council-owned freehold land.

Castle Hill Showground warrants a site-specific Plan of Management due to its complex operational context. This includes the implementation of the adopted Castle Hill Showground Masterplan, its role as a high-demand facility supporting diverse activities, and the range of agreements with tenants and user groups occupying key buildings and infrastructure. The Showground also accommodates a wide range of community and regional events, reflecting its ongoing significance to the local area.

In response to major demographic growth, continued capital investment, and evolving user needs, this Plan of Management provides a transparent mechanism for governance and operational decision-making. It has been prepared in accordance with Section 36(3A) of the Local Government Act 1993 and aligns with NSW guidelines for the management of complex community land.

Significant investment through the Western Sydney Infrastructure Grants Program for the Castle Hill Showground Arena Project and implementation of the Castle Hill Showground Masterplan represents a significant opportunity to leverage new infrastructure and meet the demands of future growth. These investments will enhance recreational opportunities, support diverse community events, and strengthen the Showground’s role as a destination for community events and recreation within the broader precinct.

A Draft Plan of Management has been prepared and is now on exhibition. It can be viewed on this page and at Council’s Customer Service Centre located at 3 Columbia Court, Norwest (Monday – Friday 8:30am – 4:30pm).
