Draft Affordable Housing Contributions Scheme & Distribution Policy
Consultation has concluded.

In accordance with Council’s resolution on 22 April 2025 (Item 2), the draft Affordable Housing Contributions Scheme with respect to the Bella Vista and Kellyville Transit Oriented Development Precincts and a draft Affordable Housing Contributions Distribution Policy are on exhibition from Monday, 5 May 2025 to Thursday, 5 June 2025.
As part of the finalisation of the State Government’s Transit Oriented Development (TOD) Program for Bella Vista and Kellyville Precincts in November 2024, an amendment was made to The Hills Local Environmental Plan 2019 (LEP 2019) to introduce a new clause for affordable housing. The clause applies to development for the purposes of residential accommodation on certain land which is identified on an Affordable Housing Map, also now included within Council’s LEP.
As a result, an appropriate governance, ownership and management framework is needed to specify how contributions received by Council are to be dealt with and managed, in line with the requirements of Section 7.33 of the Act. Noting this, a draft Affordable Housing Contributions Scheme for development in the Bella Vista and Kellyville TOD Precincts and Affordable Housing Contributions Distribution Policy has been prepared.
The draft Affordable Housing Contributions Scheme steps out the governance and implementation framework for how affordable housing contributions will be applied for the purposes of affordable housing within a reasonable time. It has regard to the template affordable housing contribution scheme, consistent with the Department’s Guidelines.
The draft Affordable Housing Contributions Distribution Policy is also concurrently on exhibition, which would provide a clear framework for the selection, appointment and distribution of contributions received to a nominated Community Housing Provider.
