A planning proposal with respect to land at 40 Solent Circuit, Norwest, is currently on public exhibition until 3 November 2025.


This planning proposal seeks to allow for greater flexibility in the distribution and mix of commercial uses (including business premises, recreation facilities (indoor), restaurants or cafes and shops) at 40 Solent Circuit, Norwest, to better respond to shifting market demand and consumer preferences over time.

More specifically, the planning proposal seeks to make the following amendments to The Hills Local Environmental Plan 2019:

  • Replace the individual Gross Floor Area limitations for business premises, recreation facilities (indoor), restaurants or cafes and shops at 40 Solent Circuit, Norwest under Schedule 1 with an overall Gross Floor Area control of 4,500m2; and
  • Retain the total Gross Floor Area limitation of 1,000m2 for shops at 40 Solent Circuit, Norwest, under Schedule 1.


A Gateway Determination for the planning proposal was issued on 3 October 2025. Delegation has been issued to Council as the Plan Making Authority under the Gateway Determination.

Public Exhibition Period: Monday 20 October 2025 to Monday 3 November 2025.

Submission Deadline: Monday, 3 November 2025 at 5pm.
